The Military Emergency Management Specialist (“MEMS”) Academy is a program established to obtain credentialing in the field of Emergency Management. The MEMS Academy Program is provided by Puerto Rico State Guard Command and certified by the State Guard Association of the United States, and is comprised of three qualification levels: Basic, Senior, and Master. A “flash” is also available for the badge, denoting those who have activated in an actual incident response. Since 1998, MEMS is the most professional level of emergency management certification available to State Defense Force members, DoD employees, first responders, and civilian agencies.
